It is used for locking canvas, draw-string duffel bags. Canada Post has a version, and so does National Defence. I have a few different types.

 THANK YOU! That's exactly where I've seen it used. Dad had some sort of old duffel bag that he carried stuff in, I remember now. I think it was from his Air Force days or something.
