How to clean copper ground straps?

What's the best way to clean up these ground straps? They get so grungy looking. I assume Evapo-rust isn't the answer because they aren't really rusty.

Varsol and scrub them with an old toothbrush to get into all the weave. They should come out looking good.

They will change back to black or maybe turn green as they rust once they are cleaned, unless they were tinned when new? I figure the old black ones I have were just greasy?
