 John, I can confirm that both 69 and 70 offered an optional 15" rally wheel and it still had that small centre cap with no writing on it.

 Maybe this is what my fuzzy memory recalls on that '70 Townsman. I still seem to recall that it had the regular production 68 - 73 style hubcap on a body coloured wheel, but it very distinctly had 5 oval slots like a Rally Wheel. But a Rally Wheel doesn't have the lugs in the center for those caps and thus, police caps were supposed to be used. I really don't know what else to say other than my hippocampus is too eager to fill in the gaps. Internet misinformation comes of it.

Come to think of it  there was also a MINT 1970 Chevy Brookwood wagon that was the Dundas, Ontario Fire Chief car. They had it until 1985 when it was replaced by a first edition Astro minivan. The Brookwood had the production caps, not police caps.

 

Both these wagons were Canadian-built. Perhaps Kelsey-Canada wheels? There's no going back in time to fact check.

 

Nearly all the '69  Chevrolet & Pontiac wagons I remember had 14x6 wheels with drum brakes. There used to be a lot of them around.

 I had several 67-69 B-body wagons which all had 14 by 6 wheels with drum brakes. But I also recall that all the 68 and 69 Canadian Pontiacs with drum brakes came standard with the same 14 by 6 wheels used on the wagons in that period. In the day I scavenged quite a few of these wheels from abandoned 68-9 Pontiacs. On the other hand, there was a 68 Biscayne wagon in my neigbourhood in the early 70s that had the 15 inch rally wheels with the police caps, over 4 piston disc brakes I presume.

1969 Pontiac 15" Tire/Wheel question


Here is the lowdown on 69 wheel-tire choices according to the Canadian Accessorizer.

All models came standard with 14" wheels:

-All models came with dogdish (technically a hubcap) except the Grande Parisienne and the 2+2.

-The dogdish was styled like the US version except it said Pontiac twice instead of Pontiac Motor Division

-The 2+2 came standard with a unique (not available on any other Canadian Pontiacs) wheelcover, it is basically the American A and F body deluxe wheelcover (six spoke style) except it has a black Pontiac medallion instead of a red
  PMD Medallion. This cover is not quite full in that it leaves half an inch of the rim showing around the lip.

-The Grande Parisienne came standard with a full wheelcover (typically called the deluxe wheelcover) with concentric rings. This wheelcover was optional on all other models.

-Also optional was a simulated wire wheel cover, optional on all models

Optional on all models was 15" wheels:

-15" wheels were only available with the disc brake option and the disc brake option included 15" wheels

-The dogdish was identical on 14" and 15" wheels, the 15" version of the deluxe wheelcover looked just like the 14" version

-The wire wheel covers mentioned above were not offered with 15" wheels

-If you ordered 15" wheels on the 2+2 (without ordering rally wheels) you would get the 15" deluxe wheelcover since the specific 14" 2+2 wheelcover did not fit on 15" rims

-Rally wheels were a stand-alone option but they required disc brakes. Rally wheels were available on wagons but not on the Grande Parisienne or with any other models ordered with fender skirts

Tires:

-Standard on all models were blackwall 8.25 tires (except wagons 8.55 or 8.85 depending on model), same with 15" wheels. No other size tires were offered (except as noted below for 15" wheels only).

-Snow tires were offered on 14" only but only with whitewalls and they were not offered on the Grande Parisienne or wagons.

-A unique optional Grande Parisienne feature was 14" dual stripe whitewalls. These tires were not available on other models (or on a Grande Parisienne with 15" wheels) and you couldn't order dual white on any other model. You
 also couldn't order regular whitewalls on a Grande Parisienne with 14" wheels.

-15" wheels added two new tire size options, G78 and G70. These tires were only offered in whitewall and redline, no blackwall. They were not offered on wagons.

Additional note is that on 69 American Pontiacs body-colored wheels were used on models equipped with dogdish only but only with certain body colors (generally the colors that were not too light or too dark). The factory color chip chart shows which body colors would be used on wheels. Since Canadian Pontiacs used the American colors it's possible they followed the American pattern but it's also possible they just used the chevy rules for this issue.
