Yes, yes, and yes. The response to the increased carnage, as always, will be reduced speed limits and huge increase in enforcement. As always, blame the car.
When pedestrians walk into traffic, cars, fountains, whatever, with their noses in their smart phones, it always results in reduced speed limits. I have noticed in Toronto it now takes a significant 33% longer on my trips. These figures I have plotted over time and I am not making them up.
It still beats walking.
