I read an interesting article yesterday about how Finlands price for electricity fell below zero a year after having a possible shortage of it due to the lack of Russian gas. They had a new nuclear reactor come on line, they have plenty of hydro , wind and solar, and more coming, they can likely export electricity. It took many years of delays to get a big nuke plant up and running.

However... Most EV's are NOT charged by wind generated power so the first comparison is badly flawed. If they are charged by coal or natural gas fired powerplants the carbon equation changes dramatically.
