It looks like the valve covers have been changed.

Did a 69 come with rubber oil fill caps ?

The back hole should be a breather and the front a twist in metal cap I'm thinking? I don't know that year real well so can't say for sure.

 Yes, the back hole should have a tube up to the air cleaner housing (to that breather element) and the front hole should have a twist in oil cap.

 The breather hose is a rare piece. I never did find a new one for mine. All I could find was used ones selling for lots of $$$.

Yes, Rob is correct.   1969 was still a hose, 1970 it was a metal tube.
