Headlight assembly restoration question


Hi guys,

This winter, I took my frontend (bumper, grilles, bumper frame) off my 68 2+2 before putting the car in storage. I've got the bumper re-chromed and all the other pieces cleaned up and painted. Now I'm starting to put it back together.

However, when I took the headlight bucket off of the headlight frame (?) there seemed like there was some sort of wax, rubber, tape .. something where the headlight bucket met the frame. I assume it acted like a bushing ?

This picture shows were the material was (red dots) :

Anybody know what it is ?

Probably a simple answer, but I've never come across it before.
