I had noticed the last three digits being the same as Wix. It made sense that this one and Wix may be the same because of that.

I have a wix style adapter for my 396 but to reuse it I would need a new o ring. Would it be the same as used on the original canister ?

Yes, at least all the ones I've seen use the OEM o-ring for the adapter.
