V8 cars never used a shroud, they had a spacer between the craddle and the rad.
You should have the spacer and be running a short pump.
TrueConnections Chevelles makes the proper shroud that was used on some 327 and AC cars, it is used along with the spacer and no clearance issues.

My stock 67 283's have the snorkel to the port side.
For what it is worth, in 1967 the standard 283 & L30 327 Chevelle (& Beaumont of course) radiators had 357 sq. in. frontal area standard. The L-79 (& I think the other small block a/c cars as well) came with a 391 sq. in frontal area. In other words, the V01 radiators were physically wider. Those are the one the fan shrouds were designed to fit, not the narrower rads that used finger guards. Now the L-79, plus C60 a/c were only offered on U.S. Chevelles for 1967; however as I stated before (when I was on the Serengetti ) the V01 H.D. Radiator with shroud was offered as an option on the Canadian Chevelles & Beaumonts (though very rarely ordered).

Just wondering if your rad might be the problem. I recall having a heating problem like this on a 71 440 RT, and I eventually found that the rad had cold spots. Meaning that there were some rows restricted. This was before the days of heat guns but my problem was detectable just by running the hand across the rows.
