1968 was the first year for holes in the valve covers on small block V8's.

For PCV I would agree but not for oil fill is it?
1968 marked the wholesale use of the Closed Positive Crankcase Ventilation. No more open breather caps, air enters via a rubber hose from a filtered source (air filter). Small blocks still took the blowby fumes from the back of the intake manifold, and the oil filler tube was in use this last year. From the 1968 brochure:
