So now I see how this is done... 

It appears full or half makes no difference. Both should work. From pictures it looks like it's the same metal pan regardless and can be removed from the pad just as Carl suggested.

The 65 has a single locating bolt that carries through into the cowl plenum (see pliers). I cut it with bolt cutters as I wasn't opening the cowl at this point. The other 3 tabs along the front appear to be just assembly line locating pins.

The car was radio delete. So no speaker. With the top off you have very good access to the back of the dash. And now I have a better view of that rust in the windshield channel.

Good stuff! Yes, that's the same setup as 66.

It's wonderful installing the tach and gauges with that off and the windshield out!
